When MSY (theoretical maximum sustainable yield)  is viewed as a threshold.  If fishing pressure is higher than MSY your population will decline over time.  Fisheries management targets are a proportion of MSY i.e. 10% of MSY to ensure safe harvest rates.

Equilibrium abundance of a stock decreases as fishing mortality increases.  Yield therefore has a dome-shaped relationship with fishing rate.  The peak of a yield curve (MSY) supplies a reference that identifies critical values of biomass and mortality.
